The Carroll County Solid Waste Management Commission is committed to providing environmentally responsible waste management and recycling services for Carroll County and surrounding communities. Our mission is to manage solid waste in an efficient, safe, and environmentally sound manner. We operate under the principles of reduce, reuse, recycle, and responsible disposal, ensuring compliance with all local, state, and federal regulations.

At our Regional Landfill, we use modern engineering practices to safely contain and manage waste, protecting soil, water, and air quality. Our Recycling Center offers accessible drop-off services for a wide variety of materials—ranging from paper and plastics to electronics and household hazardous waste—helping residents and businesses reduce their environmental footprint.

Transforming Waste into Resources

Recycling centers play a crucial role in promoting environmental sustainability through diverting reusable waste away from landfills. At our regional recycling facility, we prioritize quality by hand-sorting all food-grade materials that come through our doors. Plastic containers marked with the numbers 1, 2, and 5, as well as aluminum products, steel cans, glass, paper, cardboard, and plastic bags and films are accepted for recycling as long as they are empty, clean, and dry. This meticulous process ensures that the materials we send out for reuse meet the highest standards possible.

All traffic must pull onto the scale located in the front of the Recycling Center with Loads tarped or covered. An additional fee of $25.00 for individuals and $100.00 commercial is added to any loads that are not secured prior to pulling onto the scale.

Covered Load Policy:
Iowa Code: 321.460 Spilling loads on highways. A vehicle shall not be driven or moved on any highway by any person unless such vehicle is so constructed or loaded or the load securely covered as to prevent any of its load from dropping, sifting, leaking, or otherwise escaping or its load covering from dropping from the vehicle, except that sand may be dropped for the purpose of securing traction, or water or other substance may be sprinkled on a roadway in cleaning or maintaining such roadway. The provisions of this section shall not apply to vehicles loaded with hay or stover or the products listed in section 321.466, subsections 4 and 5.
